NLARx Officers 2009-2010 Legislative Session - Biographical Information

CHAIR – DISTRICT OF COLUMBIA COUNCIL MEMBER DAVID CATANIA (I)

David Catania was first elected as an At-Large Councilmember in a 1997 special election, and has subsequently been re-elected to full terms on the Council four times.  Councilmember Catania chairs the Committee on Health and has been at the forefront of securing approval of pioneering legislation to increase access to prescription drugs, encourage PBM transparency, require disclosure of drug industry gifts and payments to prescribers, license drug company “detailers” and rein in soaring drug costs. Councilmember Catania was first elected to the position of Chair of the Association in 2007-08, and he served previously for 2 years as Vice Chair. 

VICE CHAIR FOR ADMINISTRATION – VERMONT SENATOR KEVIN MULLIN (R)

Senator Kevin J. Mullin was appointed to the Senate in January 2003 and has subsequently been elected four times; he also has served two terms in the House. He is a member of the American Legislative Exchange Council, and has been the Vermont House Minority Whip since 2005. He is a member of the Health & Welfare, Judiciary, Senate Rules, Health Access Oversight, Judicial Retention, and Legislative Council committees, Health Care Reform Commission, and a member of the board of the Vermont Center for Geographic Information. He is the President and CEO of Glenwood Movieplex Corporation.  Senator Mullin has sponsored legislation on 340B and patent issues, and has actively served on the Association’s board since the Association was founded.  Senator Mullin previously served as Secretary in 2007-08.

VICE CHAIR FOR POLICY & PROGRAMS – NEW HAMPSHIRE REP. CINDY ROSENWALD (D)

Representative Rosenwald is in her third term in the New Hampshire House of Representatives. She is a former instructor at the University of Massachusetts and also worked as community relations associate at the Southern New Hampshire Medical Center in Nashua, and was vice president and account supervisor at Ted Bates Advertising in New York City. Rep. Rosenwald chairs the Health, Human Services and Elderly Affairs Committee, where she has been a national leader on prescription drug policy, passing landmark legislation on prescription privacy and data mining, among other bills.  For her work she was named State Representative of the Year in 2006 by the New Hampshire Medical Society. Rep. Rosenwald first joined the Association in 2006. Rep. Rosenwald is a frequent speaker on pharmaceutical policy issues at conferences sponsored by both industry and health advocacy organizations.

TREASURER – MAINE REPRESENTATIVE ANNE PERRY (D)

Representative Anne Perry is serving her fourth term in the Maine House of Representatives where she has been Chair of the Joint Standing Committee of Health and Human Services and before that, the Insurance & Financial Services Committee. She is a member of the Substance Abuse Services Commission and served on the Ad Hoc Committee of Health Care Reform which developed the Dirigo Health program.  Rep. Perry is a Family Nurse Practitioner and member of the Maine State Nurses Association.  Rep. Perry has been a strong supporter of prescription drug reform legislation including laws passed in Maine on drug marketing, academic detailing, and electronic records, and has sponsored laws addressing the return and disposal of prescription drugs.  Rep. Perry has served on the Association’s board since 2005 and as Treasurer since 2007-08.

SECRETARY – WEST VIRGINIA SENATOR DAN FOSTER (D)

Senator Dan Foster is a Physician/Physician Administrator at the Charleston Area Medical Center.  He was elected to the House 2002 and first elected to the Senate in 2004.  Senator Foster has been a leader in moving West Virginia’s innovative prescription drug legislation including the law establishing reference pricing for negotiating prescription drug prices, created the groundbreaking Pharmaceutical Cost Management Council, and providing for marketing disclosure and other issues. Senator Foster has been actively involved with the Association since 2004.
